The Rapid City Area Metropolitan Planning Organization (RCMPO) in conjunction with the South Dakota Department of Transportation (SDDOT), the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA), seeks proposals from qualified consultants to prepare optimized traffic signal timings on signalized corridors and to produce before and after measures of effectiveness to quantify the changes in traffic operations. The proposed project involves collection of traffic data, signal timing analysis, and “before” and “after” Measures of Effectiveness (MOE’s). The primary goal of the project is the creation of time of day coordinated signal timing plans (AM, Midday, PM, and Off-peak) for the selected intersecting signalized corridors. The corridors selected are: • Omaha Street (SD Hwy 44) from Cambell Street to Deadwood Avenue • Mountain View Road (SD Hwy 44) from Omaha Street to Jackson Boulevard • La Crosse Street from Mall Drive to Omaha Street • East North Street (East Boulevard) from Mall Drive to Omaha Street Deadline for submission is April 14, 2026 at 4p.m. MST

The Rapid City Area Metropolitan Planning Organization (MPO) in conjunction with Rapid Transit System (RTS), the South Dakota Department of Transportation (SDDOT), and the Federal Transit Administration (FTA) is soliciting proposals from qualified consultants to develop a comprehensive Microtransit Feasibility Study. The objective of this study is to develop a comprehensive Microtransit Feasibility Study that will set a vision and plan for access, growth and the future of public transportation in Rapid City, SD. The study will look at serving all citizens of Rapid City who are underserved by the existing fixed-route service. The study will establish a plan with particular focus on addressing the needs of all community members, including those with disabilities, and assist with applicable transit funding possibilities and requirements. Deadline is April 14, 2026 at 4:00 p.m. MST

This study examines the feasibility of relocating the current Rapid City, Pierre, and Eastern Railroad (RCP&E) railyard to an alternate location, and thus, potentially reconfiguring transportation infrastructure and access in southeastern Rapid City. The study team is currently reviewing candidate sites for a potential relocated railyard, and we would like your input on how a relocated railyard could impact your community.

The South Dakota Department of Transportation (SDDOT) will hold a public meeting on Wednesday, Dec. 3, 2025, to inform area residents and business owners about the preliminary results of the interchange modification study at Interstate 90 exit 48 (Stagestop Road) in Summerset, SD. The open house will be informal, with a short presentation given at 5:45 p.m., followed by one-on-one discussion with SDDOT design staff. SDDOT staff will be available with displays to discuss the proposed project and answer questions. The opportunity to present written comments will be made available. The Rapid City Area Metropolitan Planning Organization (MPO), is accepting applications for the urban capital assistance program provided through Section 5310 funds from the Federal Transit Administration. Entities interested in seeking capital assistance through this program must submit the application to the MPO. The MPO will rank the applications prior to forwarding a 5310 funding recommendation to the SDDOT for consideration. Applications can be found at http://www.rapidcityareampo.org beginning November 17, 2025, or emailed upon request. Rapid City, S.D. – The City of Rapid City invites the public to participate in an online public meeting open house for the draft Rapid City Comprehensive Safety Action Plan, available from Thursday, November 6, 2025, through Wednesday, November 26, 2025. The online public meeting open house can be accessed at www.rcsafestreets.com/safetyplan. The goal of this online public meeting open house is to share the draft Safety Action Plan with the community and collect public comments and questions for the project team. This input will help the project team to document key community needs and interests which may be addressed in the final Rapid City Comprehensive Safety Action Plan. Join us to review and comment on the Draft Comprehensive Plan! Thursday’s open house is scheduled from 4-6 p.m. at the Dahl Arts Center, 713 Seventh Street. Community members unable to attend the event can share online survey comments at https://plan.konveio.com/rapid-city-draft-comprehensive-plan-open-house-boards. Additionally, community members can review the full draft Plan online at https://plan.konveio.com/rapid-city-draft-comprehensive-plan. The survey will remain active through next Tuesday (September 9) and the current version of the draft Plan will remain available online for review through September 12. The draft Plan will then be revised and strengthened based on community feedback before being presented for final review and adoption by the Rapid City Planning Commission and Rapid City Council later this month and October. The 2025 Rapid City Comprehensive Plan will serve as the official policy document to guide future growth and development in Rapid City and shape the shared vision for the future of our community. The draft Plan focuses on topics including growth and land use, housing, transportation, public services and facilities, education, recreation and natural resources, arts and culture, and the economy. The Plan consists of goals, policies, and actions across each of the topic areas to provide long-term direction, guidelines to inform decision makers, and strategies to achieve the vision and desired outcomes of the community.
